History: Some believe that the mysterious Department of All Eyes is simply the latest iteration of a centuries-old secret organization that has been collecting the hidden knowledge of the world, while others believe it is a more recent spy organization. Whatever the case, their headquarters is a compound of strange science and unexplainable spaces. And they are watching.

Located in a poorly marked office park, the Department of All Eyes is the above-top-secret surveillance organization that every raving conspiracy theorist blames for spying on them. And they're right. From the outside the Department of All Eyes appears to be nothing more than another soul-deadening office park, but it houses an organization whose powerful psychics can see through the eyes of any living being on the planet.

The trio of psychic powerhouses at the center of the organization, known as the Triad of the Gaze, are designated as The Lens, The Rod, and The Cone, and each one serves its own purpose within the clandestine structure. The Lens scours the world randomly, looking through the eyes of people and beasts, creating far-reaching behavior models that are then sent to the mysterious organizers known only as Upstream. The Cone focuses on locating secrets and information that would rather stay hidden, collecting valuable pieces of knowledge that could be used as leverage over the world’s powers. And The Rod is ever watchful for threats and major crimes that could either be stopped, or turned to the Department’s advantage.

The psychics who form the Department’s Triad of the Gaze are permanently connected to the central AI known as RETINA. This supercomputer amplifies their powers to reach across the globe and helps to direct and interpret their visions. Some believe that RETINA serves Upstream, while others say that the AI is Upstream itself.

Those who have stumbled onto the existence of the Department of All Eyes usually wish that they hadn’t. Such interlopers are generally made out to be insane, or simply killed outright if they prove too potent a threat. While the Department of All Eyes is primarily a machine of surveillance, they also take an active role in kidnapping young psychics, both to keep them from discovering the existence of the Department, and as replacement minds for the Triad of the Gaze.

If you ever get the feeling that you are being watched, or that you have let a secret slip that you should have kept under wraps, it may simply be the Department of All Eyes looking over your shoulder.
